Vice President of Academic Affairs, Provost

Dr. Palmer is an emeritus professor and former Associate Vice President of Academic Affairs at Utah Valley University. She received a doctorate in Instructional Psychology and Technology at Brigham Young University in Provo, Utah. She has served as department chair/director over developmental math, distance education, digital media, international programs, and technology intensive curriculum development. Much of her research is focused on intellectual property and higher education program evaluation/assessment. She has extensive international experience having lived/worked at universities in Mauritius, Namibia, Kyrgyzstan, Kosovo, and as a Senior Fulbright Specialist for academic evaluation/assessment in Azerbaijan.
